instructions bearing on the technical conduct

of the work he looks to the Consulting Engineer,

under whom he is responsible for its efficient

and economical execution. It is his duty

to keep the consulting Engineer constantly

informed of the progress of the work, and to

refer to him on all questions and difficultios

which arise, so far as is consistent with not

delaying the work. When it is necessary for the Resident Engineer to take any important

step on his own responsibility he should report

his action to the consulting Engineer on the

first opportunity. In all such matters as the

design of buildings, position of stations, and other matters affecting the convenient use of the

works when completed, he will take care to confer with the Colonial Government, to inform himself

and the Consulting Engineer of its views, and to

follow its instructions. Should the instructions

of the government in any matter aot appear to him

to be consistent with sound engineering, he will ask that the matter be referred to the Consulting

Engineer. He will also ascertain the views of the colonial government on such questions as the price to be paid for native labour (so that for

instance, the local labour market may not be disorganized by the payment of unduly high wages), and on any matters by which political relations

with the natives may conceivably be affected.
